The Demise of the 28-Point Peace Initiative for Ukraine: How Peace Negotiations Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the crisis triggered by the announcement of a new 28-point plan for ending the war appeared – temporarily – to have been defused. A American diplomat spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its countermove: a renewed assault of aerial bombardment on Kyiv.

The Pattern of Negotiation and Warfare

The succession of conflicting incidents captured the harsh reality of the current period. By day, political struggles are conducted: hopeful statements are delivered from multiple capitals. Significant resources is allocated on restraining particular approaches. By night, Moscow clearly shows the world that, for them, military action persists as the main instrument for achieving "settlement".

Nighttime Reality

As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was exposed. Ukraine is capable of detecting rocket firings from across the border, a ability provided through current data. From witness perspectives, defense planes that had been dispatched to intercept incoming aerial threats streaked across the sky – advanced fighter aircraft provided to Ukraine by Western partners.

Shortly after, Kyiv's missile defense engaged: defensive missiles deployed against a incoming threat. This was a sophisticated defense system at work, presumably delivered by allied countries. Every firing creates sudden vibrations, shaking the windows. The brief panic quickly gives way to sober acceptance: maybe the approaching threat won't strike its target this time, protecting urban areas from catastrophe and additional electricity failures.

Continuous Dangers

Soon after, a heavy machine gun fired at a unmanned aircraft close by, part of a mobile-fire group – probably allied-provided weaponry. Sadly, the shots failed to hit the enemy aircraft – it continued its flight toward its objective.

Periodically, this persisted until dawn. Kyiv awoke to the morning news: several casualties, destruction and infrastructure problems in many homes as a result of the evening attack. As customarily, everyone still maintained normal activities – living the war. But those entire period illustrated Ukraine's essential dependence on external assistance – a dependence that European nations are clearly incapable to fill in the short term.

Failed Diplomacy

The 28-point plan from US administration provoked deep reactions, debate and serious worry – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and multilateral gatherings.

Every new approach from Washington unfolds according to the same pattern: a political offensive against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They contain the crisis but never actually achieve victory. This cycle will, certainly, continue.

Tactical Assessments

It is tempting to accuse particular leaders of consistently pushing Moscow's conditions. But that does not seem to be the entire situation. American leadership functions according to a premise well known to experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The American government believes that it is impossible to compel Moscow to abandon the territory that it currently occupies in Ukraine's occupied territories.

The problem is that while accepting these circumstances, US leadership does minimal to prevent Kremlin actions, through diplomacy or military means, from assuming that the current condition will not shift further in its advantage in the months ahead.

Divergent Views

Therefore, the Kremlin is confident that time is on his side – that Ukraine and its allies are coming close to fatigue. Their incentive to sign a deal that does not give them the greatest potential benefit is almost completely absent. There may be numerous efforts to end hostilities, but they will carry on as long as Russia's government remains completely certain in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still persist, slowly losing people and territory but avoiding a entire defensive failure until situations evolve in its favour.

Existing Situation

Factually, there are no real preconditions for a armistice. Now, personal considerations are coming into play: leadership ambitions to broker a ceasefire and achieve global acclaim, and Ukrainian leadership's double obstacles – on one hand, not to alienate a key ally, and on the other, to unite the population around the country's interests against any initiative Kyiv finds unacceptable, so that their focus does not move to domestic problems. And although their mission will now be significantly challenging after latest incidents, it remains quite doubtful that this will alter their fundamental strategy.

These opposing factors are driving the talks.

Assessment and Future

It took a just a single week to terminate the suggested clauses of the latest plan. Assertive and inconsistent approach of the matter by Washington, resistance by Ukraine and the rest of Europe, along with calming attempts of negotiators, and finally, latest revelations, all did their job.

While new plans based on established approaches are imminent, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are based on Russian demands and demonstrate specific hesitation to alter the situation, if they maintain solidarity and enhance their military capacity at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the foreseeable future, primarily depend on sustained allied backing.
